It's a shader pack. If you want a nice shader that isn't laggy, you'll need Optifine. For Optifine to work, you need Minecraft Forge.

Some tips to reduce the lag a huge amount is to turn off terrain animations with Optifine settings. Esc -> Options -> Video Settings -> Animations

OptiFine does not have great compatibility with Forge. If you want shaders and shaders only, all you need to do is install OptiFine and execute the .jar file. Forge is not required, and shoulkd only be used if you plan to use other mods.

Also, the shaders link directs to a site that advertises other people's work for their own gain. Shadersmods.com is not a great option to download shaders from. Rather, you should only use Minecraft Forums, or an official website. For example, this is the link for the correct and official site of Sildur's Shaders: https://sildurs-shaders.github.io/
