As part of my Eurovision mega pack, here are flags of ALL competing countries + some extras.
For right now you will have to add them manually through the use of custom model data, I will provide a datapack for ease at a later date.

If you want to summon flags right now:
Check the following folder for the model data:
[Eurovision] Flags 2024\assets\minecraft\models\item\paper.json
Then use the following command (replace 100 for Albania with whichever number you desire):
/give @p paper{CustomModelData:100} 1
