to install the pack for window 10 edition go to %appdata%,local,Packages,Microsoft.MinecraftUWP_8wekyb3d8bbwet,LocalState,games,com.mojang
make a file called resource_packs and put the pack in there
warning if this pack is loaded as a global resource pack on pocket edition it il likely to crash... no idea why

out of beta textures are now 64x agen and it works on both pocket and windows 10 editions of minecraft
however you game is likly to crash on pocket edition if set as a global pack
