Paint.NET or PhotoFiltre would be a good alternative to photoshop. Maybe there are more.

Texturepack looks nice so far.

why not *borrow photoshop or use gimp or paint.net there are addons for both programs to make it act the same as photoshop. Also you don't need photoshop paint.net and gimp can do anything photoshop can.

Use GIMP it's awesome and free. You dont need photoshop for this.

You NEED Photoshop for this? I know a lot of texture packs done in GIMP, like Ovo' rustic pack. Try some of these, or this. They have the basic functionality of photoshop. Make do with what you have, you know?
