Are you trying to use Bedrock or Java, because this is Java only. If you perhaps do have Java and it's not working, try Optifine, if Optifine doesn't work then check if you have other resource packs that could be messing with it.

I really like this but when I put in into my resource packs folder it doesn't show up on minecraft so I can't equip it, I've tried it twice and restarted minecraft a lot but it still shows that its in the folder but doesn't show up in the game.
Any help please
