People are just going to skin through the rules or even not read them at all even if there is a capcha. I'd rather there be an easier way to access the rules than what is currently implemented or make the current rules page much more clean so that it isn't so cluttered so that people have absolutely no excuse to have not read them.

This is more of a discussion for the mods, but I will say what I think of it anyway (cause I like doing that, possibly a bit too much :P).

So this falls under a pretty big discussion between "prevention" and "responsibility". You can either prevent players from not reading the rules by having this system in place or you can give members the responsibility to read the rules like PMC currently does (either way, "I haven't read the rules" is not a valid excuse for breaking them).

I personally agree with the fact that members should take their own responsibility. It's their account and they should know that reading the rules wil help them keep that account. However, it just almost doesn't happen. It really doesn't and it's as simple as that. I would say to get some sort of system suggested in this ticket in place. And not purely to help members who would have otherwise not read the rules (because honestly, they don't deserve it), but for the sake of PMC's content and other members.
