Seems like a great idea to me. If you ask me videos don't belong in the blog section. Either a new section for them or require them to be posted in the forums instead.
Also, if it gets added, maybe it should be organized by series (like a YouTube playlist or PMC collection) rather than separate videos. Most people upload series, not individual videos, so that way it wouldn't be as cluttered and it's also easier to find other episodes of series. So the pages lists all the series by recently updated, basically meaning recently added video, and contain a description of the series and the latest video added, or maybe a video selected by the poster.

New Submission Section: Media
Currently there are already places for both, but I think they should be conjoined into one section as they are both video.
First off, there is the "Let's Plays" category in the blog section. Now I believe this is wrong because the authors aren't looking to make a blog; they're looking to promote their video! Blogs are pieces of written content, and due to that there's no place for the videos to belong in the Blogs section, and should instead have their own separate area.
As for live streams, I saw today for the first time the "TV Guide" which I think is a really cool feature and shouldn't be changed, but there's no open submission area for users to submit live streams of their own (besides the forums of course but we're focusing on a more specific addition). There should be an area in this new Media section where users can submit their own live streams as they're live.
I believe both of these combined into one makes for a great new section of PMC.
So here's a little run-down of what the Media section would offer:
Users can submit any type of video as long as it relates to Minecraft or PMC, is actually by the user submitting it and of course it's not appropriate, doesn't violate any PMC rules, etc.. There would be different categories, first the main two topics: PMC and Minecraft. From there Minecraft could be divided into sections like Let's Plays, Tutorials, Reviews, Skits, etc..
Live streams can be submitted in some way to where when that user is live, they are shown on the "live list" or something like that.
CONS
With my suggestion of this there is of course Cons that would conflict. The one main thing I'd be worried about, and could be argued against this, is that users would just submit all 100 videos they've made in the past to the Media section and it would be flooded.
Additionally it could be hard to tell if the video is actually be the user uploading it.
And of course we can't forget about trolls who would take advantage of the ability to showcase videos that could even be widely inappropriate (although they can already do that anyway).
