UPDATE: PATCH METHOD CAUSE SOME CRASH AND ITS REALLY HARD TO FIX SO I FIXED THE MODPACK INSTEAD (WORKS THE SAME)
1.On your keyboard, Press Windows+R
2. type in the dialog "%appdata%" and hit enter
3. Go to ".minecraft" folder
4. Go to "resourcepacks" folder
5. Simply drag the "No-more-cave-sounds 1.12" folder into the "resourcepacks" folder
6. Run minecraft and load the resource pack.
