This resource pack makes riding the rails sound a whole lot smoother.
Changes the default minecart sounds to something that rattles less, both when riding and not riding. Example video above. This pack does not modify the riding sounds underwater.

I slid every volume up to 100%... nothing. I love how it sounds in your video.
I had to get out, and back in the cart... we're all good now.
Yeah, that seems to happen once in a while. I can't tell if it's from my sound pack or Minecraft just bugging out in general. I don't *think* it would be my sound pack since it works like any other out there, so it'd seem logical that everything's fine with it.
But if you mean you don't hear anything in the game, then check your audio levels in the Options. Something else that I've seen happen is that sometimes Minecraft won't just play the sounds and bug out. Maybe try destroying the minecart and placing it down again.
If it still doesn't work, it's out of my control, but I assure you it does what it's supposed to do.
