I take the rules quite literally. If it's stated in the rules that it's not allowed to have multiple accounts for whatever reason as a user, then .. well having a second account is against the rules
If it's allowed to have multiple accounts as a user, for whatever reason, then I guess you guy's need to update that rule #17.
Again, if the rules say something isn't allowed period, then there should not be any exceptions.
Instead of taking every word literally, let's think for one second about why that rule was created. PMC is a website where you can gain virtual experience points by having people like and download your stuff. Therefore, it seems obvious that little kiddies who want a bigger e-peen would make alt account, and diamond/fave/download the stuff on their main account. That's why we have a rule against alts.
However, as Jesuitical mentioned, some people/teams have shared accounts (like the ABS, CreativeNode, or heck, even PMC him(it?)self). We usually authorize said accounts because they are used in a good way, usually by uploading team-built submissions, or being a good place to upload a server ruled by many people. Since there's no blatant abuse of the XP system for personal gains here, we think they can continue to exist as long as they contribute positively to the community.
If a shared account is used for nefarious, system gaming purposes, then of course we won't allow it.
Point is, we mods are not psychopathic manchildren out for blood, but we are actually capable of discerning what benefits most to the community, by enforcing the rules that need to be, but not trying to dismember everyone who wants to conribute to the community.
And also,

Don't we have a rule against slandering other users? As a former mod, I'm sure you remember it
