Troubleshooting:
  1. Do not use shaders, as they modify the lighting and override texture pack modifications.
  2. Make sure to install it correctly following the how to install -guide
  3. Make sure you do not have any other resource packs modifying the lighting. Placing the texture pack to the top of your selected packs should make the Full Bright texture pack override other resource packs and their possible modifications to the lighting. Other texture packs will still work of course.
  4. Make sure you are using one of the tested and working versions. Working versions are mentioned in the title (1.20.4+) works up to 1.21 as of 06/17/2024

Ok, ill explain what's happening to me. I completely followed the tutorial, everything was correct and I ended in the same spot as they did(i checked about a dozen times to make sure everything was done right), so, I went to enter Hypixel to go on my SMP (i'm VIP+ so i can make my own SMP), I load into my SMP, and I check my resource packs (they showed they were activated when I checked while playing the SMP), yet for some reason it didn't work at all. So, Is there a way i'm supposed to activate it? i'm on the correct version yet its not working. At this point i'm kind of thinking your lying judging by how everyone is having the same issue and you give them the same response. It would be nice if you could somehow add in a video of yourself going through the tutorial yourself and showing us that it works, if you could do this, it would be very helpful. If you cant make a video, at least do a very detailed walkthrough on the steps. Thanks for reading, have a nice day!

I am not "lying" in any way. The texture pack works fine for me and doesn't have any issues on 1.20.4 up to 1.21. You most likely did something wrong or Hypixel's custom resources make the pack unable to work.

You just have to follow a simple step by step guide to enable to resource pack. Just by placing the .zip archive to your resource packs folder will work. After that you just need to place it to selected and apply, it will work. If you read through the comments on this post, there are things you need to follow so the pack actually works:

  1. Do not use shaders, as they modify the lighting and override texture pack modifications.
  2. Make sure to install it correctly following the how to install -guide

You can also try reinstalling the pack from step 1.
