Carl was givin the power of super speed by parrot so now he’s even cooler than before.
he wears special steel plated boots so his feet don’t die.
he also has a watch that tell him his mph but his speed limit is 75% the speed of light.

he got his powers by making a bet with parrot and wyoming saying that if went to go steal a very poweful wepon from some bad guys and failed, then parrot owed him whatever super power he wante. but the catch was, parrot and wyoming had to do this without flying. they did infact fail and now carl is faster than sonic or the flash.
