On the other PC
First, you will have to enable Remote Desktop on the other computer, otherwise, connecting to it will not work by going to System -> Advanced System Settings -> Remote -> Under Remote Desktop: Allow connections from computers running any version of Network Level Authentication (this is less secure, but good if version of NLA on other PC is unknown) or Allow connections only from computers running Remote Desktop with Network Level Authentication.
Also, you will have to add your user to the "Select Users" and under "Add", enter your username from the other PC, but, if you're an administrator on the computer, your current user account will automatically be added to the list of remote users and you don't have to add your user and the name will be displayed in the list of users in the Remote Desktop Users dialog box. Click OK 2x. Also, the program must be an exception of the firewall, otherwise it will not work, also port 3389 must be port forwarded on the other PC . Also, that other PC MUST be connected to the Internet/LAN, MUST be turned on and can NEVER be on hibernate/sleep otherwise it will give you an error if attempting to connect.
