Craftable Potion of Dullness: Gives Mining Fatigue under similar circumstances to Weakness Potions.
Possible Recipe: Poison Potato >> Awkward Potion
Poison Potatoes are somewhat rare, and currently have no use other than demonstrating that you're stupid enough to eat something with "Poison" in the name. This makes them perfect potion ingredients IMO.
Would have Splash and Lingering Variants, and could be extended or upgraded.
Craftable Potion of Haste: Works like a Strength Potion, but Haste.
Possible Recipe: Fermented Spider Eye >> Dullness
It would make mining and hitting faster, which might be overpowered. However, the somewhat difficult nature of getting Poison Potatoes balances that out.
Would have Splash and Lingering Variants, and could be extended or upgraded.
