Why Forge mods are stupid

So I'm looking around the mods section, and all I see are forge mods. What is the deal with that? I can understand something like Piecraft, or Familiars being a forge mod, but something so simple that it only adds one thing in to Minecraft, that has to be a Forge mod? Here's what I think mods should be like: instead of putting the texture for the mod IN the mod, put it in a custom resource pack, and put both of them- the mod and the pack- in a .zip file. Then, when they install it, they put the mod in the mods folder, the resource pack in the resourcepacks folder, and select the mod's resourcepack in-game. That way, Forge wouldn't be so abused.

Forge offers quite a bit to modders. Also I don't see why mods requiring Forge would cause complaint, as it makes its mods easier to install...

Well, excuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuse me, princess, but Forge has given me a lot of stress over the years, because everytime Minecraft updates, the way to install it changes drastically, and I then have to do something ridiculous with the Minecraft files in my minecraft folder.

That may be true, but when the mod only adds in one item, just one item, I find it stupid that the mod requires forge.
