The structure seems to be a bit rare atm but maybe that's okay (closest shrine in our world is like over 5000 blocks from the origin).

However what definitely needs to get fixed are the warnings and exceptions in the server console. The issue is that "shrine.json" has an invalid name in the loot pool, i.e. it's name is just "minecraft:".
