"Doesn't fit into another catagory" works for this. It even provides a field for you to link the duplicate. It isn't hard. It's as easy as stating "Duplicate: Link to duplicate here" in the provided field.

Duplicates should definitely be reported though. Every subject is supposed to have one topic and people abusing their ability to post to get around that shouldn't be.
