You're asking someone to give you their fully functional server, in exchange for a brand new server that is not configured to their needs, just because you're too lazy to set one up yourself.

It seems that you did not read his post properly. What he means is that he will give out his server to anyone who is capable of setting one up. Not so that someone can make it for him so he doesn't have to do it himself.
