I want to have a tool where I can copy other people's for example: hair color and skin colors. And then have it somewhere easily accessible.

I don't see why not? If they are going to use a skin for personal use they can, however if you are going to edit a skin and post it again you could get into trouble.

Exactly I will still make my own skin, but I'll use some of other people's skin colors. That's a lot easier and it looks better.

if you go to http://novaskin.me/ you can type in someones username then proceed to save the skin or edit it on their skin editor. You can find colors in a variety of different ways
