How to give users //wand for 5 mins when voting?

Hello,
you may be wondering why I'm making this post.
I have a server where anyone can join, and its a plot me server. The aim of the server, is to make a gigantic city, we released 3 days ago - we're slowly gaining players, but I need a way to get even more. I decided to add votifier, but since its creative they can't really gain anything - I decided I wanted to give them World Edit for 5 minutes, or a certain amount of times they can use world edit for each vote they do. Is there any way to do this?

If you are using PermissionsEX http://dev.bukkit.org/bukkit-plugins/permissionsex/ you can install GaListener http://dev.bukkit.org/bukkit-plugins/give-anything-listener/ and paste this as your config.yml. Obviously changing my server information. It gives them worldedit privileges for 12 hours. You can change that too.

This would be an example of a PEX timed add command. GroupManager would be different.
pex user <user> timed add <permission> <lifetime in seconds> [world]

Yeah, if you can let Votifier run a command, there's timed permissions with PermissionsEX (pex), so you can run the command for them for 5 mins, like "worldedit.*" (I think?) with the timed command, that's about it I guess.
