My freaking gosh.
So you remember how Microsoft acquired Mojang for $2,500,000,000, right? Well, now they are locking me out of my Mojang account!
Due to the Children's Online Privacy Protection Act (COPPA), they need parent's permission to let me use http://mojang.com/, and they need to verify an adult, so they need their credit card information to charge $0.10!!!

I think thats not the real mojang website, or your lying. If its a phishing site then dont pay them anything or put in any credit card numbers

That doesn't seem unreasonable to me. They're just protecting themselves by verifying your parents agreed to let you sign a binding contract.
The same thing could probably be achieved by your parents contacting them another way though, if you're not willing to let them charge 10 cents. Also, screenshots would be nice and double check that the site you're on isn't a phishing site.
