i am trying to make a plot world but i really dont know any good plugins for that and how would i protect each plot and let one person use it if they were to say buy it or something like that

I've been a fan of PlotMe. Has everything you're looking for, I think.

so if i get plot me can only certain people acces the plots or can anyone

With PlotMe people can claim plots (with /plotme claim) and then only them, people they add as helpers (/plotme add [name]) and ops can build on that plot.

bu then cant they just go around and claim all the plots

Hello
No people can't claim all of the plots. You can add this permission to the groups/ranks on your server to set the amount of plots you want that group to have
(replace 'X' with the amount of plots you want that group to be able to claim)
