No, you don't need any website to make texture packs. Any site that does offer those kind of services (Painterly) aren't allowed on PMC.
I can't seem to find the really good forum post on this topic, but look around on YouTube and you'll find videos to guide you.

Can we get a picture of which pattern you have chosen for your Mod?

It sort of depends on the style you want. I'm next to useless with realistic textures but if I were you, I'd look up some pixel art tutorials.
