Non-oped players are not able to use any kind of signs

hey guys! i have a big problem that is holding my server back.
non-oped players are not able to use any kind of sign. let it be: essentials signs, or kingkits signs, or anything.
list of pluguins: worldedit, installer, worldguard, healthbar, essentials, rewardvoting, groupmanager, essentialschat, clearlag, autobroadcaster, signeditor, buycraft, ZKillmessages, holographic displays, Vault, commandsigns, votifier, essentialsspawn, worldguard, warpportaps, kingkits.
more about the problem:
all creation of signs work, im able to make them
all ops are able to use all kinds of signs easily
people that are not oped are not able to use the signs: the sign does not respond in any way (dosent say: no perms, you cant do that here, etc.)
no error goes to config either

The asterisks may be your problem. They are not widely supported, although I am not sure. There are a multitude of plugins that may be causing the problem. Check all your configs like WorldGuard, WorldEdit, Essentials. They are usually the culprits check Essentials perms and see the signs one. Try erasing the asterisk after:
