Well, I googled my resource pack 'Lidrith' today, and found this on a site.
http://minecrafttime.com/lidrith-resource-pack/ - 3 different images not even from the same pack, with the name stolen, uploaded today.

No credit given, just posted for downloads on their site.
Where can I report these?

And @Azie, they are redistributing it, but its not worth taking the time to get it removed, its been posted on several sites now so I've given up :/

So, they're just using the name and not actually redistributing your pack?
If that's the case, there's not much you can do unless you actually own the name and have legal copy-rite on it. If you do, send them a DMCA notice to remove the name or you'll take legal action. Be sure to include proof of your copy-rite on the name.

Not much you can do about it. The minecraft forums are not even slightly moderated and the other place just does what they want. I would stay away from both of them if I were you.

i dont know how seriously that rule is taken when it comes to mc but obviously it's viewed as not a thing judging by the amount of people stealing stuff
