Here are some things you can do.
First, grab a chest and place them down.
Second, grab your rails and place them in your hotbar.
Third, open your chests. Creative items are generally already stacked in 64, it just doesn't show on your hotbar.
Fourth, when you switch over to survival, you should see in the chest there is a stack of 64 rails.
