I don't know how to fix it. I had Forge 1.7.10, Morph and iChun Util but removing them didn't make a difference. How do I fix this?

Basically what HB said. But when it says "Server IP: " just leave the field blank and it'll go off with your IP. You find your IP in cmd with the command "ipconfig /all" and if you have port forwarded your port that you wants others to join, you must make them join an other IP, which can be found at: "www.IPCHICKEN.com".

Are you trying to use mc.rotc.com as your server IP? You need to bind your server to your IP and (in your domain control panel) make an A-Record that points "mc" to your IP. Note that if you are home-hosting, you'll need to point your A-Record to your EXTERNAL IP(whatismyip.com), and (in your router) port forward your server's port to your INTERNAL IP.
