Spawners wont spawn, eggs wont work

Doesn't matter what spawner it is - slime, skeleton, zombie, pig, bunny, chicken.
It will not work. I know the guidelines - I've set it up properly.
Animal = well lit, grass
Mob = dark, 25-30 blocks away
It is absolutely not working. Eggs wont work either. mobspawning is on in my server.properties, and mobs/animals spawn naturally. The only plugin that deals with mobs is SilkSpawner, but I removed that and tried it again and nothing is working.

There are three possible reasons why mobs arent spawning.
1. Your difficulty is set to peaceful
2. Hostile mobs need darkness to spawn. Pigs, cows, sheep, bunnies, and horses all need light and grass to spawn
3. Game rule mob-spawning is set to false. Turn it on with /gamerule mob-spawning true

is mob spawning enabled in the config
is mob spawning gamerule enabled
is mob spawning enabled in the config

Try /gamerule doMobSpawning true
Check you dont have plugins like worldguard. multiverse-core
or essentials preventing the spawning of specific/all mobs
Got multiverse-core world management plugin?
/mvm set monsters true
/mvm set diff normal (it might be on peaceful mode?)
Got essentials?
Do /spawnmob creeper 1
Did it appear then vanish? Is likely it's on peaceful mode.
Did it not appear at all? You have something preventing the spawning of mobs
like gamemode or a plugin as described above.
