It just means that the poster wants to put his message back onto the "last 20 posts" reel on the side. If nobody's been responding to the message, it's a way to get people to look at it again. HOWEVER, you are not allowed to bump your message more than 1 time per day. We get people bumping their message EVERY 10 minutes. We'll delete the post for that.
