I made a really nice skin but I don't know if I should publish it here on pmc or use it privately or both. What should I do?

Tbh, not enough people on PMC will see it to recognize it on servers and think you got it from PMC and didn't make it. It's up to you whether you post it, but if you think it's good then go for it!

I think I will post it and see what happens and still use it too.
