This is a synchronous (all outputs change at the same time) binary counter device which can count up and down by 1 per clock pulse. It also has an asynchronous data input, so you can load a value to start counting from.
Red: output
(Light blue resp. orange indicate LSB)
Yellow: count clock input
Purple: reset clock input
Cyan: Count up (0) or down (1)
