you cant get it in your inventory and it isnt craftable, to get it just type in /give {Players Name here} 137 1
to make it talk i right click in the command block and typed say blah
no / needed in the block to teleport, you look for the cordinates you want to teleport you to, to find the cordinates press F3 (check a video for more information) then i typed in the command block,
Example: tp {players name here} -166 56 289
and finnally the spawnpoints opne the command block, type in spawnpoint {cordinates here}
you dont have to put in the cordinates.
