So basically, in Clone Wars season 7, Echo was meant to be brung back from the dead. Ever since the explosion, he was taken by the Separatists and they used him to get information on the Republic. He became 85% cyborg after the explosion, and was rescued by Anakin and Rex. He then joined an elite group of clones that called themselves "the Bad Batch" which is where this skin comes from.
