He is one of many polar bears with intelligence much like humans, wearing powerful armor crucial for his survival against the other northern beasts in this fictional arctic world. The legend says the armor, made out of leather and steel, has been passed on for several generations from when these bears used to roam the lands of northern Siberia.

Now they live on the ice planes of the North Pole, a place where neither steel or quality leather like this can be found. Soon their equipment is starting to wear out from years of usage, so when will they have to return for new armor?

Got the idea of an armored polar bear from the fantastic book (and movie) the Golden Compass.

Nope, I kinda realized later it looked a bit like Volibear though. It's pretty much the standard look for an armored polar bear, which isn't something LoL was first with. :)

If it was a reference to LoL I would say that Volibear is a copy of the DotA hero Ursa Warrior.
