Brad Williams is a stand-up comedian who happens to be a little person/dwarf/midget. He is well known for some of his comedy specials, like "Fun Size" and "Daddy Issues". He revealed in one of his specials that he is one of the top five midgets in show business, believing himself to be at the number four spot behind Peter Dinklage, Wee Man (from Jackass), and Warwick Davis; he also jokingly said in that bit that the number five midget in show business is Justin Bieber (Which he revealed that when he said that joke at a comedy club, Bieber was in the audience and he got mad at the joke). Also, I couldn't design this skin to match his actual height, because the designing and gameplay mechanics wouldn't work.
