This is a Dalek from the BBC show Doctor Who. They have been around since the very first incarnation of the Doctor, and have seen every single version of him. The Daleks first appeared in the revived series in the 2005 episode Dalek. 

Since then, many different versions of Daleks have appeared in many different colors. 

Daleks are not the shell that people see, but are the name of the creature that lives inside the shell, which is a life support system for it.

As many people know, they always say "EXTERMINATE!!!" just before killing someone. Their death rays that they have are powerful enough to destroy even a Dalek casing, which is made out of the fictional metal Dalekanium.
