Tovarus was a Jiralhanae Spartan Killer serving the Banished, and a brother to fellow warrior Hyperius. During the Installation 07 conflict in 2560, he and his brother were killed by Spartan-II John-117.

Proud and boastful, Tovarus seemingly did not think highly of his brother, Hyperius. He apparently considered him to be a coward. Tovarus had reddish-blond hair and amber-colored eyes.

Tovarus wore ornate black and red power armor equipped with energy shielding. He also seemed to favor wielding a Scrap Cannon in combat.
