Hunter Zolomon became Zoom to make The Flash (Wally West) a better hero (in his own super villainy way) believing Wally has never suffered true loss like himself or like the original Flash (Barry Allen) Hunter threaten the lives of the people Wally cared about, including Wally's wife, Linda Park. Hunter proved himself to be a formidable foe, being able to fight members of the Justice League. Hunter Zolomon truly lives up to the title of "Zoom"
