This is Luna a "protagonist" character from a DSiware Game title called "Mighty Milky Way". A game Created and developed by Wayforward. Related to "Mighty Switch Force" and "Shantae".

If never played/heard of this game before, then you can try it. It's a very good game and it can only found in the nintendo 3ds eshop.
