You made an Alex skin and you are using it on the Steve model, that is why. The arms on the Alex skin are slim so on the Steve model it creates black stripes.

On the skin go to "update skin". Then next to the picture of your skin there are three buttons. Click the one that has a paper and pencil and go to the dropdown menu that should say Steve (4 pixel) and choose Alex.
