People's Liberation Army Background:


The People's Liberation Army (PLA) is the regular armed forces of the People's Republic of China (PRC) and the armed wing of the PRC's founding and ruling political party, the Communist Party of China (CPC). Besides the Central Military Commission (CMC) and several minor units directly under it, the PLA has five major service branches: the Ground Force (PLAGF), Navy (PLAN), Air Force (PLAAF), Rocket Force (PLARF), and the Strategic Support Force (PLASSF). A majority of military units around the country are assigned to one of five theater commands by geographical location. The PLA is the world's largest military force (not including paramilitary or reserve forces) and constitutes the second largest defense budget in the world. It is also one of the fastest modernizing militaries in the world, and has been termed as a potential military superpower, with significant regional defense and rising global power projection capabilities. Per Business Insider in 2018, the PLA is the world's second-most powerful military.

PRC law explicitly affirms the leadership of the party over the armed forces of China and designates the CMC as the nationwide military command of the People's Republic of China. The Party CMC operates under the name of the State CMC for legal and governmental functions and as the ceremonial Ministry of National Defense (MoD) for diplomatic functions. The PLA is obliged to follow the principle of the Communist Party's absolute civilian control of the military under the doctrine of "the party commands the gun" (Chinese: 党指挥枪; pinyin: Dǎng zhǐhuī qiāng) taken from a speech given by Mao Zedong during an emergency meeting of top party leadership on the 7th of August 1927 at the beginning of the Chinese civil war. In this sense, the PLA is not a national army of the type of traditional Western nation states, but a political army or the armed branch of the CPC itself since its allegiance is to the party only and not the state or any constitution. Its commander-in-chief is the Chairman of the Central Military Commission (customarily also the General Secretary of the Communist Party of China). Since 1949, China has used nine different military strategies, which the PLA calls "strategic guidelines". The most important came in 1956, 1980, and 1993. In times of national emergency, the People's Armed Police (PAP) and the China Militia act as a reserve and support element for the PLAGF.

Politically, the PLA is represented in the National People's Congress with 294 deputies, all of whom are CPC members.


UN Background:


The United Nations (UN) is an intergovernmental organization aiming to maintain international peace and security, develop friendly relations among nations, achieve international cooperation, and be a centre for harmonizing the actions of nations. It is the world's largest, and most familiar, international organization. The UN is headquartered on international territory in New York City and has other main offices in Geneva, Nairobi, Vienna, and The Hague.

The UN was established after World War II with the aim of preventing future wars, succeeding the ineffective League of Nations. On 25 April 1945, 50 governments met in San Francisco for a conference and started drafting the UN Charter, which was adopted on 25 June 1945 and took effect on 24 October 1945, when the UN began operations. Pursuant to the Charter, the organization's objectives include maintaining international peace and security, protecting human rights, delivering humanitarian aid, promoting sustainable development, and upholding international law. At its founding, the UN had 51 member states; with the addition of South Sudan in 2011, membership is now 193, representing almost all of the world's sovereign states.

The organization's mission to preserve world peace was complicated in its early decades by the Cold War between the United States and Soviet Union and their respective allies. Its missions have consisted primarily of unarmed military observers and lightly armed troops with primarily monitoring, reporting and confidence-building roles. UN membership grew significantly following widespread decolonization beginning in the 1960s. Since then, 80 former colonies have gained independence, including 11 trust territories that had been monitored by the Trusteeship Council. By the 1970s, the UN's budget for economic and social development programmes far outstripped its spending on peacekeeping. After the end of the Cold War, the UN shifted and expanded its field operations, undertaking a wide variety of complex tasks.

The UN has six principal organs: the General Assembly; the Security Council; the Economic and Social Council (ECOSOC); the Trusteeship Council; the International Court of Justice; and the UN Secretariat. The UN System includes a multitude of specialized agencies, funds and programmes such as the World Bank Group, the World Health Organization, the World Food Programme, UNESCO, and UNICEF. Additionally, non-governmental organizations may be granted consultative status with ECOSOC and other agencies to participate in the UN's work.
