Why doesnt minecraft allow the full body second layers in game? ive got this skin but there is no double layer?. Just the head

That feature won't be implemented until 1.8. We're allowed to make skins before the update comes out because we can still use the 1.7 versions. So, just wait a few weeks/months and we'll all be using these skins.
