I would say first work on palettes as once you have them you can then probably work on shading.
How I make a shade is by, if it's dark, having a hue of red over it and if it gets brighter more of a hue of yellow on it. I use usually 6 shades for each colour. Once you work on that try using those to just make a body and work on it until something works. Or look at other skin shading tutorials and use pieces from each of those.
