If you post a pack that uses my textures, you must:
1. Include "https://www.planetminecraft.com/member/neraw/" either on the download page or in credits.txt.
2. Notify me of the pack on Discord or PMC
3. Significant modification is NOT required, but must at least include some additions (it can't be a repost).

There are other reasons like performance and nostalgia though, like how technical minecrafters play in 1.12 due to 1.13 lag.
