Needs at least OptiFine HD U H5 pre4 because custom models for axolotls weren't supported until that version.

i have optifine and the texture pack is still not working?

I think its cuz you have to update your optifine to OptiFine HD U H5 pre4. That's when it supports custom axolotl changes. I had the same problem too.
