In paint.net just go in image, then click resize. Then depending on what resolution you want just type it in and click resize. These are the resolutions:

- 16x16 (x1)
- 32x32 (x2)
- 64x64 (x4)
- 128x128 (x8)
- 256x256 (x16)

Just times 128 by whatever resolution you want and thats it :D
