Here's a tip: Use Minecraft.novaskin.me to create the textures and download them. Create the necessary folders and release all these in one.

It works really well and it does everything that you could want for a new pack. The only downside is the highest version textures it has for you to edit are from 1.12, so you'll have to entirely redraw items added in the later updates.
