How else could this skin be improved? I need some specific criticism.

Not clear what the resolution of the skin is; if HD you might (maybe) be able to add a hint of the character's skull & crossbones pendant…
Raising the pants hem a pixel or two might also allow enough room to show the garter. (The pnats in the skin look proportionally loger than the reference pic in any case.)

The shading is nice, but this is a very generic skin, try doing a different hair style or different eyes or something like that.
