Hey, I've been thinking about some tips that I have seen people use and used myself to attract people to a server... Here they are
1. Invest Some Money
This is something that is required for a server to look high-quality. Invest money in a nice host, building team, plugin developer, domain, web-developing, and graphics. If you're lucky you could get away with spending ~$200~ (give or take)
2. Hire A Quality Staff
No one likes an immature, power-hungry 12-year-old. Hire a good staff
3. Don't Start With A Hub Server
While they are fun, no one likes a hub server with 2 people online. Start with one gamemode and as people begin to request it, you can start to add different servers. Just because big servers do it doesn't mean you have to.
4. Build A Strong Community
A good staff and well-built server are nothing without a strong community. Avoid creating cracks by showing favoritism and giving free items (excessively). Mention that you are a community-based server. People want to feel like they matter.
5. Don't Expect Immediate Results
You'll hear this over and over again. Don't expect donations to come in as soon as the server goes up. As it grows donations will come with it. When choosing a host don't pick a 20gb server. You'll end up wasting money.
6. Don't Quit Early And Dedicate Your Time
Don't expect to have a server with 200gb and 30k people on within a month. It will take time. Wait at least 6 months (maybe less) before a steady 100 players are on.
7. Have A Plan
Know what you're going to do before you do it. Also, give the players a heads-up.
8. Before You Make Your Server Work Your Way Up A Decently Developed Server
Before you start your server find a decent new server (steady 10 people) and work your way from the default rank to Admin or Moderator. If you can do this you'll learn what it's like to be at the top of a server and other crucial things about running a server

I dont tihnk you need to hand money out here and there to have a high quality and successfull server.
It is not required, and I tihnk its a little over the top.
But me having experiance in all areas you have listed, Builder, plugins, GFX, etc.. I didnt have to hire people to do it and never have.
I dont know, This is just my opinion on that first point, Alot of people dont have that money, So you could suggest that they can go on the forums or somthing, There are alot of people willing to work for free, and are high quality.
