this blog/video will show you how to use blocks to give a player or mob effect, make anvils fall from above them and etc.

here the command to make the block (light blue concrete) give you effects:

execute @e ~ ~ ~ detect ~ ~-1 ~ minecraft:concrete 3 /effect @s minecraft:speed 1 10

change the speed to get any effect you want. step on Light Blue Concrete to work it.

anvils anyone? Step on Iron Block:

execute @a ~ ~ ~ detect ~ ~-1 ~ minecraft:iron_block -1 /setblock ~ ~15 ~ minecraft:anvil
